Per Curiam. Appellant George Ramsdell appeals from
the dismissal of his civil rights complaint under 42 U.S.C. § 1983. We affirm the dismissal essentially for the reasons
given by the magistrate judge in his report and
recommendation dated June 2, 1999, which the district court
accepted as its decision, except that we affirm dismissal of
Ramsdell's due process and equal protection claims under
Heck v. Humphrey, 512 U.S. 477 (1994), and Edwards v.
Balisok, 520 U.S. 641 (1997).
The decision of the district court is affirmed,
except that the judgment is modified to be without prejudice
relative to the due process and equal protection claims.
